I am directed to refer to your letter No. 2532/22,
dated the 12th April 1922, addressed to the Secretary to the
Government of India, Foreign Department, inquiring whether
the Government of India are willing to accept transfer of a
convict named Abdul Jabar, a British Indian subject, who
has been sentenced to penal servitude for life.
2. In reply, I ma to say that the Government of India
are unable to give a definite reply in the matter without
previously consulting the local Government of the province
to which the convict belongs as to whether accommodation can
be provided for him. I am therefore to request that full
particulars regarding the convict, viz. father's name, caste,
residence village, district and province - may be furnished
to the Government of India with a view to the necessary en-

quiries being made from the local Government concerned. I
am to add that the Government of India eventually agree to

accept transfer of the convict it will probably be on the
condition that the annual maintenance charges and the cost of
transfer are borne by the Hongkong Government, or the British
Legation, Peking.
